The County Board of Supervisors supports the elimination of the Salton Sea Restoration Council and return those responsibilities to the Salton Sea Authority.

The County approved a letter of support to Assemblyman Manuel Perez (D-Coachella) who introduced Assembly Bill 939. CEO Ralph Cordova said that the insecurity of the State’s ability to allocate adequate funds for the restoration of the Salton Sea and the decline of regional collaboration has stalled altogether the SRC. The need to address the restoration continues and is imperil to the regions overall health, environment, and economy, Cordova said.

AB 939 would transfer the restoration of the Salton Sea to the SSA, a local joint powers authority that the County of Imperial is a partner.

Supervisor Mike Kelley said in the letter that the Salton Sea has been an ongoing and perplexing issue for Imperial County and the State of California.

“Today however, the window of opportunity to have this precious resource is vanishing and time is of the essence to seek a viable and lasting solution. Reduced water inflow will exacerbate air and water quality and consequently negatively impacting habitat due to the already high saline level of the sea.” Kelley said.

County Governmental Affairs, Bob Ham, said that Governor Jerry Brown is supporting this measure since no body has volunteer to be appointed to this Board and wants to get rid of it.

In other news, the County Board gave their support to he Alaska Airlines’ application to the U.S. Department of Transportation for nonstop flights from San Diego International Airport to Washington D.C. The federal government restricts air traffic at DCA. Under what is called the “Perimeter Rule,” the distance for nonstop flights that serve the airport is limited to 1,250 miles. This is why San Diego is competing against other cities for the new flight.

The Board agrees that there needs to be flight that operates from San Diego to the Nation’s Capital since it would be useful for business for Imperial County Officials.

The County Board of Supervisors approved CDBG funding for public improvements on incorporated areas.

Every year the State of California, Department of Housing and Community Development receives funds for the federal Department of Housing and Urban Development to administer the Community Development Block Grant program. Imperial County and Community and Economic Development intends to submit a grant application in the maximum amount of $4,440,000. With this approval, the County is looking to secure $2.5 million dollars for Colonias Allocation  that would be used for water and wastewater improvements and housing rehabilitation. $120,000 would be used for recoat the portable water tank in Palo Verde and $550,000 for water and wastewater system improvements in Winterheaven Colonia. The Board also approved $500,000 for community cleanups in Bombay Beach and Niland.

On Feburary 2011, HUD issued a notice, which limited Colonias Allocation funds from being used for anything other than activities that directly affect water, sewage, and housing. The County was notified that this new rule would apply to future Colonias applications. However, the County was told last month that the previously awarded funds under Colonia’s Allocation for community cleanups in Bombay Beach and Niland would be rescinded due to policy changes from HUD. HCD stated that while community cleanup was ineligible under the Colonias Allocation, it would be eligible under the Community Development Allocation.

The Board also had the option to approve $100,000 to demolish and reconstruct the Heber Community Center (Set-Asise) or $100,000 to purchase equipment for Imperial County Fire Department.

Supervisor Jack Terrazas said he supported having a new Heber Community Center since the current one is in very bad conditions and its not safe for Heber residents. Supervisor Gary Waytt disagreed with Terrazas saying that its more important for the County to use these funds for the Niland Fire Department and purchase a modular for their accommodation.

ICCED Director, Esperanza Colio, said that if Heber was to have a new community center, there need to be a committed groups that runs the facility. CEO Ralph Cordova said that there have been talks to move the Sheriff Athletic League to the Heber Community Center and have them run the place. Wyatt pointed out that SAL runs on grants and the budget of the Sheriff Department is tight right now to carry the Heber Center.

Terrazas mentioned how the County is assisting Niland Fire Department but they haven’t taken over that District. After some more discussion, the Board approved the CDBG funding application.

The Calexico School Board voted to direct the Superintendent to respond to the letter submitted by Martiza Hurtado in regards to the comments made by a School Board Trustee.

Mayor Pro Tem Maritza Hurtado submitted a letter to the Board where she asked a cease and desists to Trustee Joong Kim for comments he made on his Facebook page. Hurtado said that these actions are made with the intent to be defamatory and hurtful towards her business.

Hurtado is a member of the Pathway to Solvency Committee created by CUSD Board President, Ruth Duarte. This committee is composed by several community and business leaders who are looking for solutions to avoid the District to be taken over by the State of California. The Chairman of that committee is Carlton Hargrave and gave a presentation to the board on the March 8th meeting on what the committee has discussed and accomplished so far.

The following day, Trustee Kim posted the following statement on his Facebook wall: “Last night I heard from several teachers saying they started lunching (sic) BOYCOTT FAMILY STYLE BUFFET and BARRONS INCOME TAX”

“Mr. Joong Kim specifically suggests that a boycott of my tax services is being launched by teachers employed within the Calexico Unified School District. His actions are purposely intended to be malicious and hurtful and I seriously believe will directly damage my business’s good name.” Hurtado said in her letter.

Hurtado asked the Board for immediate action and requested Kim to cease and desist from any further slanderous, unethical and unprofessional behavior towards her business.

Associated Calexico Teachers President Enrique Cervantes said that teachers and parents where present to see the Second Interim Financial Report and this item should have never been put on the agenda of open session discussion.  Cervantes denied that the teachers would boycott Family Style Buffet or any other business.

“This is only a spectacle  and we don’t need this.” Cervantes said.

Joong Kim read a statement saying that Maritza Hurtado has influenced the Board of Education to make her personal letter and my Facebook page as their number one priority for the Calexico community and her letter serves no purpose than getting attention for local politics.

“For the record Martiza Hurtado is an elected offical and the Mayor Pro Tem and a member of the the Pathway to Solvency Committee which has secret meetings attended by Ruth Duarte and Norma Aguilar.” Kim said.

Kim said the he posted that statement on Facebook because that is the rumor he heard after that meeting.

After discussion was exhausted, Board President Ruth Duarte made a motion to have Superintendent Richard Fragale respond to Hurtado’s letter stating that the Board rejects the comments  made on Facebook by Mr. Kim.

The Motion passed with Trustee Gloria Romo abstaining and Joong Kim voting against it.
